Coined in the 1970's as a humourous look at software development projects, the following phases of a project represent perhaps a cautionary tale of all major projects, regardless of nature:

  1. unwarranted enthusiasm,
  2. uncritical acceptance,
  3. growing concern,
  4. unmitigated disaster,
  5. search for the guilty,
  6. punishment of the innocent and
  7. promotion of the uninvolved.
